Social mini-games like these are what keeps a scattered collection of individual groups together in a single alliance. I cannot imagine any guild turning this concept down, especially if it's intirely voluntary to sign up to in the first place. I don't think that formal measures would be necessary ; they'd just need to modify their Conclave post to indicate that they aren't currently participating - their number would simply be left alone.
It wouldn't be a big deal because - in addressing the outcast issue - my intention is that Diplomacy guilds still earn DP helping non-Diplomacy guilds.
So there wouldn't be any less incentive to answer calls from frozen / non-Diplomacy guilds : the aim is to acknowledge the goodness that members are doing, without singling out what they aren't.
I'll make this more clear if a proposal is put forward, as I can see how my original wording doesn't make this obvious at all.
